1. xis <mjesty'e dovernment have decided

to remit to China future instalments of

Indemnity:

and it is their intention to take

similar decision as regards instelsenta elronty

paid subject to legislative sanction by Parliament

and therefore to an element of uncertainty and

delay.

The form of reaission will be uno on-

ditional. but Kia jesty's Gowrnasnt are

anxious if possible to obtain some saeursnees

na to expenditure of the funds.

The beat way

of attaining this object would be on the lines

indicated in your telegram 30. 1898 vis.. that

initiative should come from the Chinese side in

the following manner.

note to you asking for a settlement of Indemnity
